Site B has the advantage of being level, spacious, accessible and exposed to the prevailing winds in summer, but it would probably be eventually surrounded by Chinese dwellings and it will in any case be several years before the immediate hinterland would be drained and rendered healthy. This site would also be expensive, as it is a private enterprise.
Site C. I consider to be probably the best available.
A level plateau for the barracks would be formed by cutting down the southern spur to the 1501 contour, part of the Laterial being used to fill in the nullahs and reminder dumped in the Bea to form a reclaration. The latter, it should be noted, is already projected by the Colonial Government as part of the general scheme of development. It would be a fairly big under- taking, but by no means impracticable.
The total area proposed to be acquired is about 357 acres, together with 18 acres of reclamation, Excellent elevated sites are available for married quarters. The reclamation would provide suitable sites for Ordnance and Supply establishments, and for ses bathing. The railway will eventually have a branch line to Lai Chi Kok, and a tramway will run along the new sea front. Water supply, drainage, lighting and communications present no difficulties. Water transport would be easy and inexpensive. The low lying ground above the fore- ahore would be raised, affording about 25 acres for recreation grounds etc.
The northern portion of the area proposed to be acquired would offer facilities for training and no special difficulty is anticipated in obtaining a rifle range near at hand. It is essential to acquire a considerably larger area than is actually required for barracks in order to preserve the site from speculative enterprise.
